Funds for Health Care by 13% More in Budget '2004

The health care is a key priority in Budget '2004, Deputy Minister of Finance Lyubomir Datsov said on bTV. Pursuant to the expenditure ceilings approved by the Cabinet, the health care funds up by 13.2 percent. The rates of inflation expected in 2004 are 3 or 4 percent, which means a real-term growth of 7 or 8 percent in the funds for health care.
Reconsideration of Budget '2004 should not be expected, Lyubomir Datsov stressed. The Council of Ministers passed a mid-term budget framework for the first time in 2003. Thus, all ministries will be aware about the resources available in the next three years. Moreover, they will do their best to manage more efficiently their money, Datsov specified.
The means envisaged for the Health Care Ministry amount to 488.7 million levs in 2003. A working group of experts from the Health Care and Finance Ministries, and the National Health Insurance Fund (NHIF) will be formed. The working part will consider the activities to be financed by the Health Care Ministry and the ones - by NHIF, e.g. the money provided for the "Emergency Aid" will be further transferred to the Ministry of Health Care. So, the total budget of the Ministry will increase.
The item of expenditures envisaged for the Ministry of Labor and Social Policy for 2004, shows a considerable growth. The funds will be increased by some 150 million levs up to 843.5 million.
