1. It is necessary to launch a large-scale anti-British campaign. What we witness is not M.Ch. vs. O.V.D. The issue is that Britain sides with Berezovski and Chernoy against Russia. The London Court has not taken a decision against OVD personally. No! Judge Christopher Clarke called England the most suitable country for hearing the claim of Chernoy having in mind all the risks related to a court hearing in Russia, including the possibility of an assassination, a verdict based on trumped-up charges and doubts in the integrity of the (Russian) judicial system.” This is an insult to Russia. The action we could take involve protesting rallies in front of the British embassy, circulating statements that the British Themis is a whore kept by Berezovski, recommendations (e.g. by MPs) addressed to the Russian citizens to abstain from visiting the Great Britain because the legislative system and the courts of this country are not objective.
2. We also have to set up a special expert research center – an institute for the strategic research based in Israel with a subsidiary branch in London that will study the risk of the infiltration of the Russian criminal structures into all strategically important spheres of the Western world. The institute will send out reports, arrange meetings, reveal international criminal conspiracies, asses risks rates, etc. This body may also organize scientific and social forums (conferences, lectures, seminars) in Great Britain, Israel and USA.
3. The websites in English are the cheapest and the most important part of the plan. The matter is not that the Hakira site should have an English version. Stopcrime must be readily available in all search engines (currently it is not.) The major aim of this information war  (and we are talking exactly about an information war now) is to do so that every click on such names as Chernoy, Deripaska or Berezovski, words like “oligarch” or “Russian mafia” would open over 20 sites that we need even if they contain only five entries.
4. We have to put to use the popular resources, e.g. Wikipedia, where all relevant articles will be published and edited on a regular basis and with reliable argumentation and all changes be accompanied by hyper-references, etc. We should also used talk-backs in forums, blogs and sites satellites.
5. We should prepare digests “Russian Mafia and Russian Oligarchs Outside Russia.” The book has to be published in English in Moscow and be distributed abroad both in regular bookstores and as a gift edition.
6. We must start off a massive offensive in the Hebrew-language press and ensure the translation of these materials into English.
7. We have to step-up the legal proceedings both in Israel and Russia. If need be we must distract the public attention from one court – there should be many courts in focus.
8. We must act on the inter-parliamentary level: Duma - Knesset – British Parliament (mediator and lobbying structure, see point 2.)
9. We have to draw in the new and old enemies of M.Ch., for instance Dudu Appel, as I wrote yesterday.
